REDD at UNFCCC: An Update |

Negotiations at the UNFCCC are now well underway, with the SBI and SBSTA convening in plenary sessions throughout the day on Tuesday. Reducing emissions from deforestation in developing countries (REDD) was an agenda item, and the submissions received by the Secretariat on this topic were reported at a SBSTA plenary session. Many countries stressed early action, capacity building, national circumstances, and adequate resources. Several also supported pilot projects.

The International Institute for Sustainable Development also publishes daily on selected side events, in cooperation with UNDP and UNEP. A presentation by Greenpeace International was highlighted in the publication for Tuesday, focusing on moving towards a mechanism for the second commitment period. Participants discussed the contribution the proposed mechanism cold make to secure funding for combating deforestation, and how to ensure it is meeting its objectives.

The ECO newsletter, which is published by Environmental NGOs at major international conferences, also identified REDD as a hot item for the COP attendees. The paper, produced cooperatively by the Climate Action Network, highlighted that only a few Parties at the SBSTA plenary had mentioned the potential impacts of such a mechanism on those most directly affected – the approximately one billion people who depend directly on forests for their livelihoods. The CAN warned that any approach must incorporate robust standards to ensure adequate protection for the rights of local people and indigenous communities, and called for solid guarantees that this will be the case under the UNFCCC.
